Residential Rehabilitation Assistance Program for Persons with Disabilities (RRAP-D):

This program offers financial help to low-income homeowners where a member has a disability and where modifications to the home would improve accessibility.  The rules and regulations are set by Canada Mortgage and Housing Corporation (CMHC), an agency of the federal government.

There are six major categories of disabilities that are considered for this type of funding:

  • Visual disabilities;
  • Hearing disabilities;
  • Cognition disabilities;
  • Mobility disabilities;
  • Allergy related disabilities; and
  • Other disabilities.

This program follows the same guidelines and approval criteria as the Homeowner RRAP program, but the house must meet minimum health and safety standards first.

Work under the RRAP-D program may include:

  • Parking space and walkway modifications;
  • Ramps or stair lifts;
  • Carport or garage modifications;
  • Transfer aids, grab bars; and/or
  • Modifications to electrical, plumbing, windows, kitchen and washroom spaces, handrails, etc.

The City of Oshawa's Property Standards Officers are the Delivery Agents for the RRAP and RRAP-D programs.
